This is the Istrebitel' class destroyer
It has six four inch guns (2 on either side on the midship section, three heavy machine guns and a quintuple 500 mm torpedo launcher

The Litvyak class aircraft carrier was a decision that came when the Rossiyan Navy had five unfinished Navansha class battleship hulls which had put on hold so the Andronov class battleships can be built. Originally they were to be scrapped but after seeing the HMS Argus, the Rossiyans decided to convert all five into aircraft carriers. These converted ships were re-classed as the Litvyak class aircraft carrier after Queen Anya Litvyak, the last monarch of the Rossian Empire but after RFS Litvyak, it was decided to rename the rest of the ships after town names so to avoid confusion with the capital ships.
Litvyak class aircraft carrier are quite heavily armed:
22 x 140 mm casemated cannons
6 x 140 mm turreted cannons
8 x 3 inch High Angled Guns
20 x aircrafts

The carrier is too enclosed. Some of the hangar spaces should be open and exposed. Also, there are too may portholes. No need to have portholes in the hangar 7 meters above the heads of the crew arming and fueling planes. Loose the upper level casemates and reduce the lower ones. Two facing aft and four facing forward should be enough. Also, remove the entire deck for the upper casemates and blend it better into the hull. Perhaps half the length of the hull should be as wide as the landing deck.

The next class of vessels will be the Nixe class submarines.
However before doing so, this is the roster of the Rossiyan Navy during World War 1:
20 Navansha-class battleships (5 sunk, 5 rebuilt as Litvyak class aircraft carrier)
10 Andronov class battleships
30 Richtoften-class battlecruisers
35 Rensumburg-class heavy cruisers
40 Garpiya-class light cruisers
50 Istrebitel'-class destroyers
5 Litvyak class aircraft carriers
40 Nixe class submarines
That was the strength of the Rossiyan Navy by the end of World War 1

Next are the Nixe class submarines.
They had German influences as the Rossiyan saw effective the German U-boots were and it also to cause confusion among the German u-boots crews.
They were lightly armed with only two torpedo tubes but they had many torpedoes (maximum load of forty torpedoes)

Washington Naval Conference

After the Great War ended, the major naval powers met in the great American capital to discuss of naval disarmament. It resulted the Five Power Treaty (OTL Four Power Treaty), the Six Power Treaty (OTL Five Power Treaty) and the Ten Power Treaty (OTL Nine Power Treaty). In the Six Power Treaty which nearly led to the Rossiyan delegate to leave in protest due to the terms, the ratio for the capital ships was 5:5:3:3:1.75:1.75 ratio of tonnage between the United States, Britain, Rossiya, Japan, France, and Italy. However Rossiya was not happy with this ratio as she felt cheated as they contributed as much as the British and Americans in the Great War so she felt that she deserved a higher ratio. The US and Britain not wanting to cause a rift between them and Rossiya as it would affect them especially for the US as they might lost a trading partner, agreed to change the ratio to 5:5:4:3:1.75:1.75 of tonnage between the United States, Britain, Rossiya, Japan, France, and Italy. Like Japan, Rossiya asked that the three Rossiyan battleships of the new Tarina-class battleship that were in construction to be allowed to continued to be finished and in return, five Navansha class battleships will be scrapped. Thus these three new Rossiyan battleships, RFS Tarina, RFS Hartmann, RFS Bartland were included in the group of battleships called the Big Ten (OTL Big Seven). Rossiya however had to convert two of her new battlecruisers to aircraft carriers so to fill the bill.

Rossiya's Interwar Navy
After the war, Rossiya recalled her armed forces from Europe, she also began to isolate herself from foreign affairs that do not concern herself. She did however began to look east for friends, she found Japan quite interesting and began to establish links with it. Rossiya wanting to gain some knowledge from the Land of the Rising Sun, so the two nations signed the Rossiyan-Japanese Naval Agreement in 1924 where Rossiya and Japan will conduct technology exchanges every two years.
At first, Rossiya was displeased with the Washington Naval Conference, however it allowed Rossiya to think of her new battleships, she decided to redesign the Tarina-class battleship. Although Rossiya promised that only three battleships will be built, Rossiya was secretly constructing another two redesigned Tarina battleships at the same time building more aircraft carriers. When the Japanese denounce the Washington Naval Conference and the London Naval Treaty, Rossiya decided, by 1932 to add another five battleships to the build list. They also began to build new heavy cruisers, light cruisers, destroyers and submarines. They also began to construct light carriers as well

Rossiya's newest battleship, the Tarina class battleship is coming up next.
They were to replace the aging Navansha and Andronov class battleships. Rossiyan Navy originally ordered ten in 1922 but this was reduced to three after the Washington Naval Conference and they were to be delayed until 1930. However after the Manchurian Crisis of 1931 Rossiya began continue the construction order of other seven battleships although it did this slowly and secretly so not do get the attention of the other major naval powers.
