Submarines don't have anchors because they really are either at port or in such deep sea it's just not gonna happen when they're stationary. Submarines are a lot like sharks - you're either moving, or you're gonna get a homing torpedo up your butt! Plus, tonnage is most at a premium on a submarine, and not to mention pressure hulls (though it's conceivable it could be attached outside the pressure hull).
But as far as 'Type Zero' is concerned - my best guess is that they just didn't bother to render it on the CGI images. But since these type of ships do spend quite a bit of time in stationary waters, I'd imagine there'd be one eventually - but I wouldn't mind holding it off.
Plus, it appears some of these ships have hatches for anchors, similar to how many "stealth" ships do.
