APDAF - perhaps it's impossible to destroy the formal capital of the empire due to lack thereof, but it's still possible to drop a H-bomb on the place where the emperor and his ministers happen to be - whatever that place is called.

I've seen Your earlier thread about imperial yacht, and I'd say that H-bomb is quite cost-effective tool to do it - bomber crew will not have to aim too precisely, yet the effect is guaranteed.
And besides - why not? If in that empire some folks are crazy enough to think about half-mile-long zeppelins, then dropping H-bomb on single ship looks totally reasonable in comparison. :D
