The British C and D-classes are good examples for cruisers built and commissioned during WW1. The C-class consisted of a lot of subclasses that displays the evolution of the number of main guns shipped and other features by cruiser sized vessels, which makes it a rather pedagogic class to study for learning purposes.

Here comes the light cruiser of the Rossiyan World War 1 Fleet:
Garpiya(Harpy in English) class light cruiser
Armed with four 140 mm main guns, four 4 inch secondary guns and one starboard side 50 mm torpedo launcher

I think one starboard side TL is to few ?
I would have at least one on each side and possibly 2 each side depending on how many torpedoes per launcher ? (I would want 8+ torpedoes total)

Alright, the Garpiya class light cruisers have four 140 mm main gun, four 4 inch secondary guns and eight 50 mm torpedo launchers (2x4)

I assume you mean 500 mm torpedoes? 50 mm wouldn't pack much of a punch. ;)
The drawing and design looks rather fine otherwise though. Good going. :)

Yes, I meant 500 mm torpedo launchers, I wanted to write 50 cm torpedo launchers but I must have double pressed the M key

you know down in right corner, is an edit button, there you can edit any of you'r post, so you don't need to re-upload a drawing every time there is an small change. just a tip.
