The only obvious problem I see is the fact that France has the designated licence plate FR, and being a founding member of the Union will likely not give it up. I think you can give Fryssia either FY or FA

The Euro licence plate code for France is F not FR, so he can use it, though I would choose FY. But he should change the TLD to .fy as country code top-level domains have only two letters.
