To be honest, hope the Zeven Provincien class derivative wins. Our shipbuilding industry can use the help, plus Canada has already paid for developing APAR.

I was not aware they had worked on APAR's; very interesting.
Per wikipedia the T26 is still in the running.

Hm, I don't think that follows, actually. All ships are going to be made in Canada anyway. The fact that there's another country still making similar ships won't matter too much. It's not like the Aussies have manpower to spare for sending to Canada to help out.
Irving is going to build those ships from the plans the Canadians buy.
What will most hamper the T26 imho is that it isn't a mature design. All other ships can point to having versions of the design already out there. I know for a fact that some fittings on the Zeven Provincien have been reinforced after a few years. That kind of experience with your material is important, because it means less headaches later.
