it's an winch, I don't remember the name of it. but basically it is used from everything from pulling an life boat around the deck, to help with pulling the ship in during mooring. There should be an similar one to it on the forward deck that work as an winch for the anchor.

Almost completed now, just need to add the boats and the boat cranes but I'm not sure if I should add vents on the superstructure near the crane like the Bayern class did and the Mackensen class would have?
