you build ten of these. I have not read into your background, but as the lexington class carriers are there I suppose there is an washington treaty, so how the hell did you get these monsters into that?
as your design does not include huge sponsons, your ship will also have a waterline beam of at least 40 meters, which means your powerplant must have been quite a bit bigger then that of the lexingtons, asuming a similar speed.

interestingly, the USN had pre-1942 only 7 aircraft carriers. you have just made yourself one the biggest naval powers of the world.

so yeah, I am a bit sceptical about this ship. it seems nicely drawn, but I have doubts about an forrestal sized ship in 1938.

I'd add to that by asking why Germany would sell you Bf-109Ts and Stukas

Well if you wave a large amount of cash at Nazi Germany, they wouldn't mind to do so and also Rossiya was quite friendly to Nazi Germany during the 1930s

Would any major power in the early 30s turn down cash ? why not go for US/UK/J with proven CV operations ?

Rossiya was very, very interested in the Bf109 and Stuka after seeing them work their magic in the Spanish Civil War (Rossiya took part on the Nationalist side), Rossiya decided to go with aircraft that has seen action that those that had not even seen an hostile plane. So that is why the Rossiyan Navy chose the Bf109 and Stuka, plus the American, British and Japanese planes didn't satisfy the Rossiyan Navy for numerous reasons, (F2A Buffalo, hated the crappy performance and how it looked; Blackburn Roc and Skua, didn't like the performance and of political issues [Rossiya was very Anglo-phobic even in the 1930s]; A5M, it worked fine but the Rossiyan didn't really like the design as it looked old fashioned)

I think more likely just create your own (with maybe somebody else's engine ?) Rossiya isn't exactly a small power with that may CVs you can afford to go on your own.
The Germans didn't start on CVs till 36 and with a big navy Rossiya would almost certainly have been making them from the late 20s (at least a few small converted ships) so you need an earlier supply (or build your own).

However after Rossiya bought it, they completely changed it until all that remained original was the look, they replaced the engine with their own lighter yet powerful engine, they added 15mm guns into the wings and added about 16 mm of armour to the aircraft body plus they had lengthened the wings but 0.25 m. The same has been done to the Rossiyan version of the Stuka, the tail now resembles that on the D3A Val. The rear cockpit has been modified so that two Rossiyan licensed Ma Deuce machine guns can be installed there, they installed 15 mm cannons in the nose and wings of the Rossiyan Stuka by now called "Strelka". So yeah, though they were German in origin, Rossiya have modified them so much that they are now Rossiya's own designs.

Jodl class Heavy Cruiser
The Jodl class was named after a Rossiyan Commodore from the War of Liberation, Heidi Jodl. She passed away in combat near the Rohtgram Sea between Rossiya and Madagascar. The Jodl class like the Tarina class and Torivok class, were powered by diesel engines and were built by wielding. This saved quite some weight. The Jodl class cruisers were quite fast cruisers for their type at 35 knots. They were also were quite heavily armoured with belt armour at its thickest eight inches and deck armour that was three and a half inches thick. They were quite heavily armed with a main battery of eight 8 inch guns, four 120 mm anti air guns, twelve 20 mm anti-air guns and 6 533 torpedo tubes. The original order was twenty but it was cut down to just ten and all ten were built

Arachne class Light Cruiser
Thanks to the doctrines learned from the Kriegsmarine, the Arachne class light cruisers were built to support fleet action but they have the capability to raid convoys if necessary, thus it lacked armour only 6 inches at the thickest on belt armour and just 2 inches of deck armour but it had the speed, 37 knots thanks to her diesel engines. Her class also had 20 six inch cannons, eight 610 mm torpedo tubes, eight 100 mm anti-air guns, and thirty six 25 mm anti-air guns so if she or any of her sister ships came across an enemy convoy, she will destroy it with relative ease. Rossiya built twenty five of these speedy cruisers.

25 cruisers just for the purpose of raiding convoys? 10 of the biggest aircraft carriers in the world? while I like some of the designs quite a lot, I am not certain those numbers of specialised designs are actually likely to be had.....
