I think main arms like fighters ore tanks for Yugoslavia had to bee from some of the main powers (US, USSR, UK, France) due the political games.

There was intense cooperation of Yugoslavia and France, the Gazelle helicopters were build under license in SOKO factory in Yugoslavia, and Novi Avion (New aircraft) project of Yugoslav combat aircraft was inspired by Rafale, similar as Orao was inspired by Jaguar.

In fact, there was strong idea in Yugoslavia to buy Mirages instead MiG-29s, but the Fulcrums were offered as clearing dept of USSR to Yugoslavia together with purchase of trains, trolleybuses etc. Nice drawing
